Bug Sim Settlments constantly reaching build limits issue

I am running version 3.5.1 of the three in one mod. In my latest play through I am now running into an issue where my settlements are pushing against the build limit constantly and not automatically recalculating and readjusting the limit as it did before. This seems to stall out city advancement and forces me to manually recalculate, using the city manager holo tape. In some cases even after recalculating, build limit is still reached and I need to use the tools to increase the build limit by 25% to continue construction and advancement.

I play on ultra settings and in my cities I am using complex plans if using a settlement leader . I never had this issue before.

Any ideas?
 
I just started a new character playthrough and think I ran into the same issue when building sanctuary with the most recent 3-1 patch. The interior plots only finished building after I scrapped the settlement and rebuild it.

I’m not using any city plans right now but I do use the G2M workshop version that has the unlimited build limit. Something is overriding the G2M mod and put in the build limit back into my game at some point. I haven’t quite figured out the mod that is overriding the build limit but it doesn’t affect my game negatively so I just keep using the the 25% increase.

I would like to know if anyone else is using the G2M workshop with the unlimited build limit and noticing that the build limit has been overwritten back to vanilla as I suspect this is related.
 
I am having the same issue.
The castle all the plots are in only 8 settlers are there but it says nothing else can be built and there is nothing there but empty plots. Ive tried everything. Even taking over the building says no more can be built here.

Sigmar, I will send a pm to GA_Darkerside and see if he can move this over to the ROTC bug section so the technical folks will see it.

Note: we did have a game update recently.

I don’t know about other players - it *did* seem to stir up the guts of my game. I had a sudden 4-5 attacks on various settlements within a 3-day game-period.

So it might be an internal change which has manifested.

Rage, can you please check if you can increase the build limit in the halo tape and let us know?

I was able to increase at the other settlements and building went on as normal but the castle would not up the limit, It did say it did but a settler just kept pounding away at the scaffolding I ended up taking over the building for now.
 
I'm not really sure if it matters, but I noticed that it's placing down double plots in some of the city plans. Also it looks as if it sometimes places a normal residential plot in place of an interior plot. County Crossing seems to be the worst of it for this.

That could be making the build limit max out so fast?

Double plots. Just about all of them at County Crossing were double.

Normal residential 2x2 plots being placed instead of interior plots. This only seems to be happening to residential but not all.

Anyway, I dunno if this is playing a factor to build limit or not, but I hope it helps either way!
 
This would increase the build limit. Build limits are not based on entire buildings or number of plots, but on Pologons, or triangles and draws, so by doubling up a building (i.e. one in side the other) will increase both triangle/draw, whether you can all or both building or not.

You may have done this, I have a number of times, place a floor on a floor and they look like one? To us its one floor but to the game, its two sets, so twice as many triangles even though as I said above, it only looks like one floor piece.

In your case though, the build limit is not the main concern, more as to why you are getting double builds???

My First questions are
1) Which console - Playstation or PC
2) Installation way (If PC), Mod manager or Direct
3) ROTC plan - Optimised or Original
4) Plan Design - Random or Designers Choice

Increasing build limit
Hmm, I hear this alot not just here, in many forums, but there is NO sound advice of limit, well when referring to PC anyway.

Consoles are fixed machines, i.e. every PS4, XBox One s or Xbox One X are built the same, a "Fixed Box System" so of course as for one which mainly be the same for all. Sometimes there maybe only slight variations due to mods etc.

PC is a whole new world as they a "Frankenstein Machines" but there is still a limit and this is often missed by the over excitment of bragging about ones system. Yes you might have the lastest 10 million pound system, designed by God himself but what you dont have is a better Fallout 4 Game Engine, just remember, the hard you push something bigger, the bigger the break, the more the damage, then everything explodes in a ball of fire and we all burn........................ sorry got a bit carried away, I do like a bit of fire.

Anyway for PC users, if you get issues and you used a mod manager,

1) uninstall it and do a direct install. Does help in a lot of cases.
2) Check your settings - SS Holotape
3) Blow up your city and start again
4) Check your mods.
5) think about your computer limitations when increasing a build limit

Now I have had issues with build limits well before SS, Fallout 4 is a bug fest even in vanilla, so I have always used a mod to increase the limit, but I never build to it. SS isn't really the issue unless you have a bad install or scripting issues, so you can try things like Fallrim to take a peek at your saves, but try to check as much as possible first, mods, installs and so on.
 
For me I am:

1. PC
2. Direct
3. Original (I think)
4. Designer's Choice

Yeah it's mostly double placement for me and the interior residential is instead regular 2x2 residential, but the only one I really seem to be having trouble with on this particular save is County Crossing, but other saves are fine. All the other city plans I have going at other settlements all seem fine! Well Tenpines is a slight issue with the martial plot that's outside the build area, but other than that it's going well.

I was confused as to why settlers were showing up, but not building lol. Seems they were doing double plots... I did actually blow it up and start it again, but they still dropped double plots. I'll give a reinstall of SS a try though, but probably won't be able to for a few days.

I don't really have any super crazy mods. Most are just new clothing and armor, textures, but I suppose it wouldn't hurt to take a look. Though I even removed some and cut back on what I had previously.
 
I don’t know if this will be any help to anyone as I don’t really use the city plans. But I use a lot of ESL‘s and the only time I’ve had duplication it’s when I had the ESL and ESP both active.

Sorry, just trying to toss in a wild ass guess but if there was any possibility?

If I remember didn’t this just change?
 
its a good point and the other might be, have you got SS in both manager and direct install, if that is at all possible?
 
well to Fallout 4, yesterday I sneezed and Fallout 4 crashed, its not hard but we are here to help.
 
I took a break from building Red Rocket to test County Crossing a bit. Results DO seem a tad better when I turn off auto assignment, but only in that they aren't building the overlaps.They will place duplicat plots over existing plots though.

I can however select the unassigned one and scrap it and settlers won't place another in that location. At least not yet...

I did remove the build and try it all again, results were the same, but so long as auto assign is off I can easily remove the duplicate.

ROTC: County Crossing seems to be the only city plan that does this so far that I've noted.
 
I have the same Problem with Double Building.But not only in County Crossing even some Plot in other City's most of the time the Def Plot The standard SS def Plot 1*1 you have in all the Plans even Block every time a city Plot refresh until i change them to some other Def Plot.But County crossing is extreme after the City goes to level 1 im not able to enter any more some building as all overlap.If i destroy manually one of the double Plots i get after a City up or Refresh again Double Plots

So I just ran into a similar issue on Xbox one. I am running the Conqueror Framework mod and had the Simple Sanctuary city plan build itself at level 1 because the designer stated at level 3 it should be at 50% of the build limit. When I attempted to do the Sanctuary quest with Sturges I was expecting to just click through the activities, as I had done in previous games where I had either pre built the expected reults or activated a City Plan, but this time when I got to the crop planting step the game notified me nothing more could be built. I then walked into the friendly player workshop that the designor has in all their plans and noticed the War Planner Desk had 3 bobbleheads slighty overlapping each other. I was able to select and move 3 separate desks and it got me wondering did 3 instances of the plan populate? Thats when I noticed the bed count was at 44, way above what it should have been for a settlement that maxes out at 15 settlers.
