What is required for settlements to share virtual resources? I have IDEK stations in the first three settlements, and they are sharing food and water, but not virtual inventory.
 
To properly link they have to be within a certain range. I'm not 100% on what the distance is, but the straight line distance Sanctuary->Tenpines seems to be about the limit.

Do the stations have to be at a certain level? Does it have to be a logistics station (not just a caravan)? Neither Abernathy nor Tenpines seem to be able to use the Sanctuary resources(excepting food and water). Does the questline have to be at a certain place (like after comm station is 100%)?

I don't actually use IDEK's thing so I can't say for sure, I just know that the mod's basic Caravan Plots share everything from level 1. (higher levels unlock other functionality like being able to hitch a ride between settlements to 'fast travel' even on Survival Mode) Can take a few minutes for the scripts to sync everything up, though...
 
To configure Logistics Storage, interact with either a Logistics Desk, or Logistics Locker, and select Set Up Locker. You will then find a Logistics Storage Designator in your inventory—find a Workshop Workbench, ideally one that's part of your supply line network, and place the Designator in the Workbench. You will probably be asked about disabling attacks in that settlement, if so select one of the options from that menu, and you're done.

This may be it. I had just dropped a city plan, so my logistics plot is stuck on Level 0 while everything fights for the few resources that exist. Further, Sanctuary doesn't have a plot (because municipal plots aren't available yet) - just a "desk" - IDEKs sort-of-precursor to a full station. So, in short, I need to progress far enough in the questline to get municipal plots, and then get them to level 1 everywhere I want to share resources. Thanks for the info!

If you're using the IDEK plot, not the logistics table, it will share the SS2 virtual storage resources the same as a regular SS2 caravan plot. Just to clarify, SS2 virtual storage is not the same as the logistics locker storage that is part of IDEK's mod. The big limiting factor is the distance built into SS2 for the virtual storage to 'sync' up. I don't think anyone has a definitive answer on the distance limit for the virtual storage connections from a caravan plot. Comm station isn't needed for the caravan plots virtual storage to connect. Although, I would like to see a range increase for caravan plots once the Comm station is built at a settlement. If it's not baked in already and I just haven't noticed it.

That clears things up a little. I think my current limiting factors are a) not having logistics plots yet and, b) where I have logistics plots from an applied city plan, not having enough local resources to get them to level 1.

I'm beginning to suspect that builders of city plans for settlements the player gets early are going to be sorely disappointed on how rarely they will be used. Without logistics plots and shared resources, dropping 20 ASAMs to see them remain unbuilt is not really a viable strategy.
 
If you have Designer choice on and a builder puts a high level or locked plot in it shows up even if not unlocked by quests. If you use city plans go into your settings and turn on Designer choice.
