Settler faction hostility toggle

This is probably beyond the scope of this mod, but there aren't really any other mods out there that do something like this (Well, Wars of the Commonwealth can do the Settler faction hostility/nonhostility thing, but that's a little excessive just to run that mod just for that.) In fact this might be better served as some sort of Simsettlements expansion feature idea or another mod entirely, but putting it here anyway.

Basically what I'm requesting is the ability to make settlers friendly/hostile to certain factions on a whim. IE you could turn settlers neutral/nonhostile to institute synths (if you're doing an institute run for example) or declare war on the Brotherhood as a Minutemen without having to kill a named BOS NPC. And while you're at it turn certain settler radiant quests/events off. IE no more "suspected synth" missions.

I like this idea a lot, though it's something that is likely to be pretty complex to implement
