Question Settlement plans wont build

The Tear it down option does not appear after I assign a someone as the leader of the settlement and the starting structure is not built. However I have tried it when I have chosen to have the city option the settlements that already have a settlement built (so everything but key quest settlements like Sanctuary) and they do upgrade plots. So I was just wondering how I could fix this?

which settlements or all settlements?

try scrapping the desk and rebuilding it.
