Question Settlement Ownership issue

Using WSFW I can assume ownership of a settlement but that is not the issue. Also using WSFW, I have disowned a settlement. It works as long as I am in game, so that is fine. I do have allow settlements to leave set so here's the problem. I save my game, quit Fallout. When I reload the save, I get a message that I can use the workshop at the very settlement I used WSFW to dis-own. It shows up in the lists again. Seems to me like something that should be sticky is not persistent as I would expect. One other thing I have noticed is that no matter how long I ignore a settlement with absolutely no resources left behind that happiness never drops below 20.

What am I doing wrong?
 
I am using F4SE on this save I posted. The pipboy mod comes from FallUI. The body mods I use are bodytalk3 and fusiongirl. I know it's something that must be baked into the save though. Everything runs fine up and until I enable SS2.esm; so there is something it must read from the save that is causing it to re-claim any settlements I've lost or force unclaimed, on save loading. Must be an array of settlements that it mis-reads as owned. In my testing, i coc direct to oberland, claim it, scrap something, then coc back to sanctuary. I save there, reload and the coc back to oberland, unclaim via WSFW and coc back to sanctuary. If I save at this point and w/o SS2 enabled, upon reload oberland stays unclaimed. If all I do is enable that single file, ss2.esm, on reload, I am instantly re-allied to oberland. I don't have the patience to do a totally clean save to test with, so I use is skkfaststart and yes, I even tried the other faststart recommended too. This gets me to a starting point. From there, I start using cheat terminal to do my COC's.

Guess it's time to try disabling all the F4SE DLL's that I've got in place too. For all I know, it's one of them.

Last thing, does anyone have a link to an acceptable clean save starting point?

Im fond of suggesting people check out @Yagisan 's save he has for it.

Ill get the other mods set up and see if I can get it to match better. I ended up reinstalling vortex and FO4 so its all clean and new :D
