No Response Sanctuary refugees, settlement leaders.

So I decided to save Preston and his group so they could run sanctuary instead of my lazy thugs. They headed off while I continued playing peon to Jammer's wishes. Well I wanted to make sanctuary my HQ, which turned them all red and I had to execute them so they stop killing everyone.
So my question is how can I save them to do my bidding and how can I have a settlement leader if everyone is mortal. Also with so many recruits it fills up the town and I can not get any new settlers to do the work instead of the my expendable raider force?
 
An Outpost only recruits raiders. Settlers tend to not want to co-habitate with raiders. Do you mean you sent Preston et al to Sanctuary then raided the place to make it your main Outpost? How did your recruits end up in Sanctuary?
 
i cleared out the museum and cleared Concord, reported to Preston and they did their normal thing. Finished Jammer's prerequisites, then raided Sanctuary. At first they remained non hostile, but a stray molotov from an unskilled recruit probably set them off.
So if settlers will not come and raiders do not want to work do I just tear down the farms and shops, put more beds and just have outposts and vassels supply them? Settlement leaders have no bearing in Conquer?
 
Raider don't like to farm, but will work shops/dealers and even industrial. Conqueror doesn't yet currently manage happiness of Outposts, but likely will once major bugs are killed. I don't know if new "slaves" are recruited too through the beacon.

You can certainly assign leaders if you want. They have traits/benefits, but whether or not they will not become hostile . . ..
 
I just enslaved a settlement; 12 raiders lost and two slaves earned, quite a business.
There was a rec beacon, i powered it; let's see if it attract raider or settlers, but i dont think ppl will come here to become slaves of a raider gang
I also established an IDEK line beetween this settlement, Sunshine, and Sanctuary, my base, because even if pressing C in the map the supply line is shown i dont see the brahmin icon near food so Abernathy, where subdued settlers are farming apparently more that what they need, doesnt give food to my oputpost
Having raiders farm is pointless, they just get one food from a farm; better build a bar and assign the raider there one gets more happiness from it than from trying to have enough food having raiders farm.
Once i have again a decent group of grunt i'll try getting more slaves from another settlement even if evry battle is a nightmare; settlers are level 8, not 1/2 like King said, same level of my raiders, are well armed, shotguns, 10mm and .308 guns and harder to kill that a lvl 9 supermutant; i also found a Legendary Settler, go figure.
Gunners guards, i found six of them, are lvl 14, like me, or 8 and all armed with laser weapons, simpacks and granades. Had to reply the fight a lot of times to win it on VH. Just as a comparison Fist, Trinity tower boss, is easier to kill than a lvl 14 gunner.
Next assault for sure i will go with power armor, fat man and minigun, it's not overkill
 
Currently have Sanctuary as my primary outpost, with Preston and his crew coexisting quite happily with the raiders.

When you enter the Museum, speak to Preston to get "When Freedom Calls" to advance (collect the PA/Minigun, etc). Go outside and kill the attacking raiders.

Then, rather than return to Preston, go and speak to Jammer, complete his assignments up to the point where you get to pick an outpost. Now something to keep in mind, if you've not built up the settlement in any way, the fight won't be all that difficult--my current campaign, there were three people there.

The reverse, meanwhile, if Sanctuary's been built (you've elected to run the city plan there), the fight can be significantly harder. My current campaign (bloody fuck I've lost count of how many times I've restarted over the past few days), I've elected to not build city plans anywhere, hoping to avoid some of the crashes I've been experiencing.

Once Sanctuary is cleared and claimed as an outpost, then you can go back and speak to Preston, and advance his quest. I've not had any hostility from his group at all.
 
I tried this route this playthru - cleared Concord, watched Preston & Co. leave for Sanctuary while I did Jammer's quests. Went back to take Sanctuary as my first Outpost expecting to Execute Preston and the others, but the perk never came up. ??
I got Sanctuary, and Preston & Co. are fine with 16 raiders wandering around, but still no Executioner perk. Scripts backed up? Bug?
 
I think you might only get the executioner perk if you kill him during the quest line in Concord. I can't say that from technical knowledge, but it seemed like @kinggath implied that with how he talked about it on the video. Take this with a grain of salt, and maybe someone can correct me if I'm wrong.
 
The only window to gain the executioner perk, is while you have the objective (Optional) Kill the civilians in the museum. from Jammer's quest.
