Salvador won't talk during The Battle of Quincy.

After starting "The Battle of Quincy" quest, when I run back to HQ and am in the courtyard, you are supposed to talk with Salvador. In my case however this isn't working. He is out there with a couple of other people, but when I try to interact with him nothing happens.

Is there supposed to be some sort of trigger that happens when you walk in the general area before you end up talking to him? I'm not too sure what sort of things I should try to get him to start talking.

Thanks for any help, hopefully this should be my last question on this forum after I get the quest rolling.
 
This has just happened to me. Salvador talks, I give the go ahead. We get the radio signal, then when Salvador talks again he gets cut off and the script just breaks. This is frustrating
 
And now Aiden won't appear for the convo, which is breaking the quest. I can't even start the battle.
I'm done. Between the crashes, the constant bugs, the quests breaking, chapter 3 has just been a nightmare

Edit: Turns out a Gunner spawned on the HQ roof, and it drove Aiden to attack it, which broke the entire scripting. OP, check if any Gunners are around the HQ triggering combat before you talk to Salvador. Get rid of them, and the quest progresses normally.

Sadly I checked things out and I didn't see anything. I may just have to skip the quest, honestly I'm also pretty much done with Ch3. 1 and 2 are great, but 3 adds too much for my liking.

-Also I was never even able to talk to salvador, he simply never talks back so we had seperate issues.
