ROTC Sancuary + Abernathy safe?

Is it safe to use both of the new light city plans or is the best practice to just use city plans for only one of the 3 in the triangle?
 
For my PC Sanctuary becomes unstable and starts crashing around 100 plots with all the bells and whistles on. That is without building at either Red Rocket or Abernathy.

Now figure both Workshop Framework and the UOFP mod solved the partial data from partially loaded settlements by forcing all of a settlement to load if any cell loaded.

So that basically means to be safe you take those 100ish plots and divide them between the three. Which means I tried to stay around 20ish population and use some beds if building all three.

I'll just do Sanc and Abernathy and keep 20 people in those then I think. Red Rocket will just sit there as my getaway.

I second this thought... if you keep about 15/15/6 in the 3 without a lot of bells and whistles, you will be good... in my experience.

in my last game where i hit lvl 102 (personal best), i had a really small sanctuary build that only used the ss house, the house with the workbench and then i fenced off the street between them so it was a tiny settlement for 8 people. red rocket remained empty and abernathy used the rotc city plan, and once that hit lvl 3, i never went back to it.
that remained as stable as i've ever had it and will be my limits going forward.
in order to preserve stability, i never built at starlight drive-in, i killed the molerats and enabled the settlement, but that was all i did.
every other settlement was enabled and used. it was as stable as i ever got the game - but - this game engine is an odd fish - it behaves as if it's as unique as the end user's machine. so what works for person x may not work for person y - using the same mods, the same amount of ram, perhaps the same gpu...
still, makes it interesting and keeps me off the streets!
