RoTC Sanctuary Plan causing CTD

I just had to uninstall RoTC because I couldnt fast travel to or even run to Sanctuary once the Settlement was fully built. It was fine at first but when i left and came back there was SO MUCH SHIT it looked awesome its a shame this started to happen. I had to uninstall it and revert back to the Basic Plan for Sanctuary. If I fast traveled to there it would crash when it was coming out of the loading screen. and if i ran to there from Vault 111 or red rocket it sould crash the game after about 2 minutes of being there. MY PC specs are Ryzen 7 3800X + 6700XT + 32 GB RAM + 1TB NVME M.2 SSD.
