Question RoTC - Building a city breaks navmesh

I'm currently experiencing an issue with both settler and follower pathfinding right after building a city plot and either a) leaving the settlement and returning or b) restarting the game. Immediately after finishing the city build the navmesh is still fine and my followers will path with me and also move to where I command them. However, after I come back or reboot the game, followers won't move into the build area (e.g they will wait at the entrance of sanctuary, where the RotC city plan will eventually make a gate - so for example they can path outside of the city plan but still in the build area) and will say that they can not reach a place with commands even if I'm pointing at say the road next to the workshop in Sanctuary. Same issue with RR (they won't enter the boundary but will go right to the edges of the building plan and try and path around to follow me), Abernathy and Tenpines.

I've tested with two clean saves on SS, Conq, WSF and just with SS. Same issues apply to both (thinking that it mightve been WSF). I want to say that this only started happening after the latest patch but I could be mistaken and maybe didn't notice previously.

For me at first it does, the will just do nothing but once I walk the distance from sanctuary to starlight it seems to correct it self like in Kinggath videos say to do. If you just stay in the city I don’t think it corrects it self
 
Interesting. I had run to tenpines and back and still no luck. I will have to test in the future as I'm doing a standard SS playthrough now. I've actually forgot how good the standard building is with SS plots on top.
