Could it be possible that your people can gain experience into their respective roles to be more efficient? Ex: Rank 5 Workers can be become Engineers and that unlocks a trait or something similar or A level 5 Guard could provide buffs, etc.
Another thought: Penalties for role switching. They higher the rank the bigger the penalty.
