Bug Return of the Sanctuary CTD bug

Yes, I know this is a duplicat of the Sancturary CTD bug, but the work arounds aren't working for me and I don't have "enough privileges" to respond to that thread, so here we are. Sorry for the dupe, but I'm quite irked at spending 5+ hours on this thing... you fix it, it's your mod:
I tried fixing my saves with fallrim, uninstalling and reinstalling the mods (btw I'm on version 4.0.1 of the 3 in 1 installer from the nexus, running on game build 1.10.20), tried making sure the SS, IR, and ROTC are the only mods installed... (with and without the latest unofficial patch)... and THEN using Fallrim's resaver and following the instructions on the other thread.. I spent over 5 hours of trying to make sure that yes it was indeed ROTC that's crashing my game and trying to get around it, not at all how I wanted to spend one of the few days I get to play this month!

Upon fast travel or approaching Sactuary that has had an assigned leader for a little bit I get a CTD... however I didn't notice anyone mentioning these details:
After assigning a leader and the camera does the cool fly around while Sanctuary starts to build... I immediately notice some duplicate meshes; the desk in the house with the trapped safe, several standing trees, the floor safe by the "not shawn's" crib, and some of the walk way planks and doors that get created are duplicated in the same spot, I noticed this with the safes and desk as I was able to loot them twice depending on what angle I was looking at them. Most of my CTD's happen right after I notice this issue. Removing the leader once the settlement reaches the build limit and then removing the duplicate meshes seem to be a decent work around for most settlements, but Sanctuary never shows that it has used but a tiny sliver of the available build limit.
 
I've been having a lot of trouble with Sanctuary, too.

I have been using Start Me Up to start my game in the shelter in Sanctuary, where I would crash after a while.

After a while, I was able to make it to the workbench, where I would continue to crash.

So I started a little further away, near an abandoned bus by the Drive-In, where I was able to spend five hours of gameplay relatively crash-free. I'm currently trying to get to Garvey after the Concord quest, but as soon as I go anywhere near Red Rocket, I instantly crash!

Just to be clear: in my latest game, I haven't visited Sanctuary once. I have no idea what level it's at, nor how many settlers are there, if any. I chose for a random amount of settlements to have a random amount of settlers, at a random level.

I've been trying to get this mod to work for hours now, and it's getting very frustrating.

So uh, ignore what I said before. I was able to fix it by coming in through the Northeast side of Sanctuary, closer to the giant tree and remote-detonating the settlement. That got me in without a hint of a crash.
