Question Requirements for settlement upgrade

Hello everyone. I was wondering why I am not able to upgrade my level 0 settlement yet. In the city planner, it says that percentage complete is 100% and the upgrade scrap needed is also 100%. I have turned off the options for needing a local leader, dynamic needs, and citizen needs. I have also set the planning upgrade to manual. Does anyone else know what other requirements I am missing to upgrade?

Do you have power? Everything but agriculture plots need power. And there is also time. I think it's 10 days to upgrade to lvl 1. I'm not sure because I start all my settlements at level 2, but I do remember there was a time gap in there.

Thank you for the reply. I have the auto-assign settlers option on and so I do believe that they have enough power. After all, I frequently see new updates on what they have constructed. By power, you mean that just the non-agricultural plots need to be powered, right? But like I said, I have set the city upgrade to manual, so there should be a notification when I can actively start the upgrade, but I don't have it.

The settlers won't attach power, you have to do that yourself.
You can always manually check each plot to see if they are ready for upgrades.

By powering, you mean the plots with ASAM sensors and that it needs one power to start up? Yup, I have those done. I have inspected the plaques, they also have upgraded themselves (level 2 or 3). What I was referring to was the settlement upgrade level through the city planner, it still remains at level 0.

I am confused. Are you using a city plan? Or are you building the settlement yourself? I ask because all the city plans I have used take care of their own power. My understanding is the city level is just an indication of the stage of the city plan otherwise it is not applicable.

Hello Barbara. Thank you. It now works. It was just that I set the timescale to 2 so the upgrade went by so slowly. However, once I reset it to default, it now works.
