Refresh City Plan is causing the dump of objects in HQ

As I've posted about a couple of times and have others, the weird bug of "stuff" getting dumped into the front room of HQ is caused by Refreshing your city plan. I have tested this by having a city plan with very specific things in it that you wouldn't normally see such as Mirelurks, named beds, and loud speakers. I then went to HQ and yep its all there.

So my advice is DO NOT refresh your city plan until that gets fixed. In fact, I wouldn't even upgrade your city plan until then.

Kinggath stated on a recent stream that refresh is a powerful tool that shouldn't be used lightly. If you run it, depending on your system, be prepared to go eat dinner or do something else for a while. It is doing a LOT of things. It took mine 30 minutes to correctly refresh Tenpines.
 
Yup did that. The problem is that there is no way to know if the process is fully done. I refreshed Spectacle Island as my manual upgrade didn't fully upgrade. Beds were missing, settlers were pissed. So I did the refresh. Progress bar ended once the scrap was done but there isn't a progress bar for rebuilding. So I walked away. I gave it an hour. Walked around, didn't see any missing panels or buidlings. All good then. Go to HQ - dump of the entire thing landed there.
 
I think there is a corner message when it's done but I don't recall. I use the Vit-O-Matic as a script measuring stick. The slower it works, the longer I need to wait in place, and vise versa.
I thought there was too, but this time it never showed up. Just the scrapping layout one. Using the Vit-O is a great idea and one I will fully implement moving forward!

It definitely helps. If it's more than a couple seconds then I wait in the settlement or stand around in DC. I think SKK has a mod that tells you script latency but then I'd have another mod running stuff in the background.
 
Ok so I am still having this issue. Just came back to HQ and there is a new dump of objects in the entryway. I've done as I was told and turned off all auto upgrades AND sat and waited for scripts to run in settlements and I'm STILL getting the dump off.

Can't we have a separate worldspace that is geared to have this dump off happen in, instead of it getting dumped into HQ? It seems like its going to be an eventual problem on all saves that end up having level 3 settlements, which you kinda need to have if you ever want HQ fully built out since you need a BUNCH of qualified settlers to recruit.
