Being an outpost, will it produce food plots after the homes or after the guard posts are built?
I am noticing no food plots , the bar is empty, while the others fill first. Programming normal or glitch?.

It is normal. It will not have any food plots at any level.
It is meant for the different settlements to work together. Abernathy will be that regions heavy food producer(but will itself need water and scrap), so all you have to do is set up caravans.
