Should I build a recreational plot for every citizen or do they share them?

They can share the "Training" subcategory (one person per level of the plot). Those don't seem to generate Happiness, though, unlike Relaxation subtype that does.
You hardly need one Relaxation plot per person unless something's REALLY gone wrong with your settlement's Happiness. When they're doing their "not at work" AI package they just sort of pick one (or a Bar type Commercial) to go to and hang out regardless of if it's the one they're assigned to anyway.
