Recommendations for City Plans

Trying to get a game setup specifically for designing leveled City Plans I like. I'm obviously setting up a ‘cheat’ character, maxed stats, points in all the crafting skills et al.

Trying to think about what else I need to do this. I have a bat file that gives me ownership of all but a few quest locked workshops, but it doesn't add the settlements to my map, so I need to figure out how to do that. I have a list of things I think every settlement should have. I'm planning to size settlements according to their area - Outpost Zimonja and Red Rocket will only be level 1 settlements with a few people, Sanctuary and Starlight will go to Level 3 and max population and so on.

So are there any items or console commands that should definitely be added to ensure I can access everything I need?

Stuff every settlement should have:
L1 settlement leader office near fast travel point
Hand pump / water fountain
Brahmin tub
Logistics Station
Delayed on switch dog/cat cages
Cat bowls, Dog house
Cooking Station
Wind turbines
L2 ’My Bed’ near office
Fencing
General Store and recreational
Industrial Water plot / Water purifier
Power plot
Weapons crafting
L3
Mall/industry
Decon Arch
All crafting stations near office.

Any thoughts on things I'm missing?
 
The console command tmm 1 – Enables all locations as discovered to your Pip-Boy with fast travel (Does not update the "locations discovered" statistic in the Pip-Boy 3000 Mark IV)
 
Sanctuary will go to Level 3.. you really want to use Sanctuary ???
 
I genuinely have no idea why you don't like Sanctuary.
Because it is the most script heavy area in Fallout 4 . I avoid any city plan in Sanc/red rocket and the farm. all other places it works fine and I love it .
 
Sanctuary is part of what is colloquially known as the "Triangle of Death", which is shorthand for "The three settlements consisting of Sanctuary, Red Rocket, and Abernathy Farm that the game can and depending on your approach will have all loaded at the same time and will not only kill your frames but if you overdevelop it will cause a complete and total CTD deathtrap for any save file unfortunate to have too many scripts running at the same time in that area".

I only use city plans for Conqueror, so be prepared for a large, well armed, raiding party to come take over
