As the Minutemen, you're constantly being bombarded by helpless settlers and their myriad of woes.
Help, someone kidnapped my friend. Go get them.
Help, raiders are raiding us.
Help, gunners are gunning for us.
How about... your bored Raider Recruits went out and did something stupid / dangerous and now they need the help of the Boss.
Boss, I kidnapped this settler and well, um, their friends are coming to spring them. Can you help fend them off?
Boss, I went and pissed off some other raiders and now they swore to come and tear this place down to get to me.
Boss, I sold some gunners empty fusion cells and now they are coming to rip me a new one.
It can be sort of tongue-and-cheek humor as we've all certainly had our fill of helpless settlers asking for our help. Let's put a Raider spin on it and make the woes of leading a bunch of jet-addled hooligans (no offence KG, I know how much you like your jet) the pain in the arse it would really be.
I would be happy to write up the quest dialog and stages and such.
