Rogue Robot provides a radiant quest that allows you an opportunity to get new settlers that don't count towards charisma cap at settlements. Granted, they may be dead when you get there, or absent all together. It's a gamble, but the reward makes that radiant quest pretty popular.

Conquer as a raider could use something similar.
"Smiley spotted some settlers that need a bit of "help."

The player than goes to the location, beats up whatever is harassing the settlers. When the battle is over, queue the sound bite "we're willing to do whatever to help out..."
Here, put on this collar, you piece of poo, I own you now.
:)

Rinse, repeat.
 
We've got ideas for quite a few raider radiant style activities. The key for us is making them interesting. No one likes to do fetch quests as radiants (looking at you Brotherhood of Steel...).

We want to give you lots of opportunities to play the bad guy, and also have ways to level up without being forced to engage in many of the vanilla quests, which are largely good guy mode.
