Question R. Reconnoitering - Jammer Stuck by Hangman's

Title says it all, he'll go through the initial dialogue with Ophelia, and teleport around the expected path if I wait at a bench, but otherwise, he stands perfectly still, going near him triggers non-existent dialogue, if that helps.

4.1.5, right? If there's another/a hotfix, I don't see it. But yes, I am.

Still can't get past this, is there anything I can do, anything I can look into this with?

Edit: Hitting him with recycleactor seems to have fixed it, but leaves jammer naked and unarmed
