Quick Start Tutorial

This is the 5 minute tutorial on how to make a City Plan. If you run into problems following this, see the common issues list below.

Common Issues

Q. I don't see the Manage option on the Workbench.
A. You can also access this menu with the MCM menu for Workshop Framework, or if you aren't using MCM in the Workshop Framework Controls holotape, which can be crafted at a Chemistry bench. The menu in either place is under Tools > Manage Settlement Menu.

Q. I don't have an Export Layout option on the Manage menu.
A. The Export option requires that you are using F4SE. Here's an incredibly simple tutorial on installing it.

Q. The export completed, but the file doesn't exist.
A. Confirm you have Papyrus logging enabled. Here's a simple guide to do so.

Q. I'm testing my City Plan but it won't show up in the list.
A. Give Sim Settlements 2 a few minutes to detect your new plan before accessing the menu. If it still doesn't show up, go to the Mods screen off of the main menu, then go to the Load Order screen and confirm your plugin is listed with a checkmark next to it.

Do Not Use
Mods that expand what you can scrap, such as Scrap Everything.

Load Order
Of the above mods, so long as Workshop Framework comes AFTER the Unofficial Patch, you will be fine.

Other Mods
You can use any mods you like, but a few words of advice on choosing what to use in your City Plan save.

1) If you use other workshop item mods, players will likely end up with a lot of missing items when using your plan, as people using City Plans generally don't want to install a bunch of extra mods - fortunately the Wasteland Reconstruction Kit has over 10,000 items to build with!

2) Large load orders can lead to instability, and you definitely don't want save corruption after putting in tons of work on a settlement design!

I downloaded the mod, extracted and plopped the save file in my Builder profile and loaded the CleanVault save. I did not get a pop up when I left the vault and no settlements were unlocked.
Turns out my Fallout4Custom.ini needed Papyrus so I added that. Tried loading the game up again and still no popup. I do have F4SE loaded but no luck.

Is there a way if using the CleanVaultSave to get started and by pass first Jake quest? I go to RR to start working on my city plan but when i drop the beacon there is Jake. Do I have to do the intro quest to start with my city plan building?

If you clicked the Yes, Let's Build! Option when you exited the Vault you should have all plots unlocked. It's an option somewhere on the Holotape too - pretty sure Kinggath mentions it in one of the videos.

Right but still don't want to have to deal with Jake and him just hanging out while I'm working on a City plan. And it seems you still need ASAMs cause you don't get those free. I had to cheat terminal in supplies to craft ASAMS to start building anything.

There are a couple of ways around the ASAM thing, depending on how you want to approach it. If you're using Workshop Plus, there's an option for a "free build" mode, where you don't need resources to place stuff. I'm not sure if that lets you place things like crafting benches that normally require perks, though. Otherwise, you could use the console command TGM - that one definitely lets you place things that normally require perks without having those perks, but I've found in the past that it makes it impossible to place shops that require more than 999 caps as a construction requirement. It can also be troublesome if you forget that you haven't entered the command since the last time you started the game and you go somewhere like the National Park Visitor's Center for the first time and blunder straight into a minefield, thinking you're invincible. Not that I'd have any experience with that or anything.

I do use the free build but thought that only applies to vanilla objects not plots. I have to admit I haven't tried much else. I dropped the Beacon Jake showed and I came here to see if there was a way to not have him show up before i start going ham. Guess I could just leave him hanging at RR while I go do my Croup Build.

I wonder if you have a mod conflict somewhere if the Free Build isn't letting you build plots. I dropped into the contest save and I'm 99% sure I have absolutely no ASAMs on me (unless either the save came with them or the holotape added them).

The only thing I haven't been able to build are things requiring perks, like the workbenches. So I can confirm that perks aren't covered by the Free Build.

I might of had it off at the time. Either way I have cheat terminal so not worried about that. I just cheat whatever I need perks level resources etc. The real issue is I want Jake not show up while im building plans.
