Question Questions on Auto-upgrade, Resource Cap and non-SS resources in SS Settlements

1. I built some loose plots at my settlement and had settlers/electricity assigned. However, there is no upgrade happening even though I checked the option of allowing city plans to build without a leader. When I have a leader, plots begin to upgrade even without a plan applied. Is there anything wrong?
2. I built numerous industrial water purifiers at Sanctuary, Nordhagen and Oberland (with the help of Settlements Extended), and applied Settlement Resource Uncapper (lower than SS in load order). However, water soon stopped stocking at each settlement, at the number of about 1100 in Sanctuary, 300 in Nordhagen and 200 in Oberland, even after a 2-3 day wait. These upper limits are not proportional to the numbers of purifiers built, since I have 19 purifiers in Sanc but 20 in Nordhagen. However, I noticed that SS has a population of 16 while the other to places have less than 5. Is any SS function preventing Uncapper from working?
3. At some settlements, I built loose Homemaker mutfruit, corn and tato planters and assigned automatrons to said food sources, hoping to generate a steady supply of adhesive. While the food output is confirmed in the settlement building system, no harvest is found in the workshop inventory. Should I change certain settings of SS to solve this problem?

The answer to your first question can be simple or not so simple. First off, if those water purifiers are the vanilla variety, SS will not upgrade them because there isn't anything to upgrade. You put the stuff down, power it up and you get full value from go. AFAIK, you need to use SS plots to get upgrades. Also, you may have to select a settlement leader.

Your #2....I have no clue why you think that 1100 water isn't enough for the whole settlement system. Realize that many of your settlers are probably not doing anything else besides making water.
# 3... in a nutshell, pretty much the same answer as #1. You need SS plots for the produce to go into the inventory like you think. Building an adhesive farm IS a good idea at the expense of having perhaps half a dozen people working farms for the components. Then you can always craft the stuff yourself on the chem bench and collect some XP.

Personally, I just cheat in building materials via the console. I have better things to do than haul around hundreds of pounds of scrap/

Thanks for the tip on purifiers. However, I am actually referring to the SS plots here. I built SS plots without a city plan and they would not upgrade without a leader……
