Powell family moving?

So I did the Powell family quest (awesome quest btw) and they have not moved into one of my settlements.

I may have hit the charisma limit being 21/24?
Does it take time?
Did I have to send them to an empty settlement?
Has anyone had them move in?
Was the conversation with Katie and Franklin suppose dot take place before or after the quest completed?

Okay, thanks for the answers guys. Was wondering if I had ran into a broken script or jsut ran into an issue with not enough population limit left.

The final part is a bit wonky (I ran the quest again and then saved before turning in.)

The trigger for the cutscene with Katie and Franklin is too close to Julia in my opinion since you can end up talking to her first (like I did the first time.) Doing it that way cuts out the conversation between Julia and Franklin.
 
Did the finally get that pack brahmin moving for you? Did you send them to Sanctuary? I did on v1.0.0d and the brahimin parked its butt in the living room behind the workshop. I'm curious if this happens to others. On v1.0.0f I send them to Starlight and the brahmin parked itself next to the water. The brahimn doesn't seem to be scripted to do anything other than lay down. FYI - you can move the brahmin with Place Anywhere 'extra selection'
 
Nessie will follow any troughs as a normal brahmin does.

When they frirst arrived at Ten Pines it sat right in the damn way at the workbench.
Once I got a trough built it moved.
 
Hunh, that's weird, I put a trough down by their house, and Nessie is still parked in the middle of the floor in the Sanctuary workshop house. She's sat right at the feet of Mama Murphy, though, so maybe they get along. Maybe I need to go back and make sure I actually put a trough down and not a regular old bathtub.
