Potential Bug: Deleting cleaning assignment markers makes room permanently unavailable.

As per the title. I made the mistake of doing this to the Bathroom - Lower - Women's room and there are no longer cleaning or building options available. You can see it's still classified as not built via the HQ Layout option but not available to be built or cleaned via facilities. So I guess don't delete cleaning markers...whoops.

Edit: There is also some contradictory information during the HQ tutorial. It states you can send settlers to the HQ but they won't be assignable until you have enough living space for them so they will remain in Facilities. However, if you try to send more staff to the HQ than there is living space for via a settlement, you are given a prompt stating more living space must be built at the HQ. So in effect, the first statement during the HQ tutorial is false as you can not send settlers to the HQ unless you have adequate living space.

Cancelling projects is iffy, yeah. And that message is 100% false, we'd be able to have 100 people in Facilities instantly if it was true.
 
In regard to the recruiting message, is it possible the statement just needs a condition added? Such as adding "as long as HQ has sufficient living space" or some other warning to that effect. Another but a more involved (QOL?) solution could be SS2 checking the living space before sending, or something.
 
I'm assuming it's supposed to mean, "With sufficient living quarters, you can recruit more workers for the HQ facilities. If there are enough jobs, after that they are assignable to your other departments".
 
It would be great if there was an option or tool to reset or re-evaluate cleaning to rectify this problem. One half of my HQ Office level floor is still covered in debris with no way to clean it up, as well as the large men's bathroom on the main floor.
 
Also observed and been able to reproduce this issue on my save.

Steps to Reproduce:
1. Clean a room
2. Scrap the room cleaning holo-icon (placed cleaning object I'm not sure what its called internally)
3. Room does not return to cleaning menu and no longer appears in active projects.
