position and angle commands of plot available via plot

Minor modification of plot via modpos modangle setpos and setangle should be viable via the plot or asam. The workshop mode is insufficient and requires console modification of plots. The asam has a long duration before interaction so maybe the prompt should be to the plot like the track owner command or activate plot command. Autorefresh after modification.

Power line connections refreshing too

Power line connections refreshing is available at the workbench, just go to it and click "Manage" - you will see power grid tools and there you can refresh all the wiring in the city plan or the power grid itself.

In terms of position and angle commands - those are available through the mod Place Everywhere and SS2 is not going to replicate all the functionality of that mod in SS2.

i am on linux utilizing bethesda.net mods ;( i do not possess sufficient time to learn the function of linux to utilize f4se and bethesda.net mods simultaneously. regardless i am boycotting nexus
 
F4SE is necessary to deliver the functionality you are requesting because the game engine alone won't do it. So regardless of your stance on Nexus, if you do not want to use F4SE that stuff is going to remain out of reach.
