The conquered often have to suffer many indignities. Forcing the vanquished to fight is a common theme (Colosseum, Mad Max Thunderdome, FO4 Wasteland Workshop, etc.) Although the Combat Zone appears (somewhat) voluntary, it might be interesting to add this type of feature to the Conqueror outposts. The plot that holds captives could potentially be enhanced... you have a choice to use them as recruits or send them to a combat zone like plot to fight.
