So I've encountered a annoying issues with some of my Advanced Industrial plots. In one of my towns (Abernathy Farm) I have two coal pits that refuse to upgrade to level 3 and one community well that refuses to upgrade to level 2. I already have a Tool and Dye shop, a Filtration Plant, and a Distillery at that settlement. The three problem plots have been sitting at their levels for several months ingame (I'm level 130 and probably built those things when I was level 40-ish). They have roughly 800 or so of the items they require to upgrade, the farm has full bars for everything except happiness which is hovering around the mid to high 80's.
I've built up either manually or using city leaders, nearly every settlement in the game, I know sometimes things can be stubborn in upgrading. I have already refreshed each of those three, and then decided to refresh the entire settlement (all 73 plots...) and nothing. I've cut power to them and then reconnected and still nothing. I even sacrificed a raider to the coal pit and I got not even a thank you from the SS Gods.
Any help with this would be appreciated.
