Question Plot Upgrades,Happiness,and Chemical Bliss

I know for fact that plots require,among other things,a certain minimum Happiness value in order to upgrade. Assuming that every other need is met,except for Happiness,is it possible for me to tip the Happiness over the threshold by donating booze and chems for the temporary Happiness boost they provide,and make it stick for long enough to effect upgrades? Or is Sim Settlements aware of the Chemical Bliss idea,and smother it in the crib for the application of plot upgrades?
 
Dosing up your people on chems and booze is a perfectly valid way of boosting happiness in order to get things levelling up. It's not an instant thing at either end of the process, you might need to hold happiness high enough for long enough for the system to get around to check for upgrades.
 
Hmm. New issue; My Happiness is locked at 62,and there's a persistent,and apparently permanent,-3 Happiness penalty for Sanctuary. Does killing Codsworth in front of your house before taking him on as a follower cause this? And how can I fix it? Because I'm willing to bet money on this scuttling Operation: Chemical Bliss.
 
Deaths cause temporary penalties that do gradually go away. There are many factors to balance to keep happiness moving up. The Sim Settlement software has a report that will give you a run down of any particular problems such as making sure everyone has food, drink and shelter. Keeping all the needs bars filled is another good way of checking everyone is feeling looked after. Building recreational plots and some commercial (eg bars and chems) will also help.
