I'm getting tired of going to HQ and finding my NPCs dressed differently than they were when I left. This wouldn't be that big of a deal if you could simply start a conversation and use the trade feature to change their clothes back but all the characters that come with SS2 don't seem to have that option at HQ. For instance, I just sent Frenchy to HQ dressed in a uniform from Militarized Minutemen but when I go to HQ he is wearing his original outfit with no way to change it back.

I also have a similar problem with weapons. I've placed a bunch of guns in the weapons storage at HQ which should ideally result in the people at HQ equipping them automatically but that doesn't seem to be a feature at this time. If you have 62 characters at HQ like I do it would be best to just have a common place to donate weapons for automatic distribution.

Also, while I do somewhat like how the researchers have been automatically equipped with lab coats, the security outfit sucks. It looks like a little league umpire without the facemask. If you have Militarized Minutemen installed there is no reason to force inferior clothes on security. Ideally you should add a feature so that the user can decide what the default outfit is by department. I picture a little menu where I select something like "engineering" and automatically make everyone in that department wear a specific outfit unless I overrule it by interacting with the character.

Finally, something like the item duplicator mod which works with modified items would be great. I tried the item duplicator box only to find out that if try to duplicate a modified outfit that it merely recreates the original. I'd like to be able to create a specific uniform for security which would automatically be duplicated and applied to all working in security but I can't find a duplicator that duplicates modified items.

ya, this has never been a feature. i'd love for this to work the way you envision, but multiple mods across years have failed to do this. i suspect there aren't really good tools to automatically address items inside a NPC's inventory, which is probably why the HQ outfits seem to replace the settlers inventory with an outfit template rather then merging and equipping the way people would think it should work. the closest i've ever seen is outfit savers, like NPC outfit manager, which require you to equip a person by hand, save that outfit, and then load it on someone later. there's NOTHING that will permit settlers to go get a combat armor shoulder from a container to replace their lower stat leather shoulder. complicating that further, the add-ons system means an item record is actually a tree of related items, and there aren't any tools to walk that tree meaningfully, which explains the related problem with automatically scrapping weapons.

more generally: you might be interested in a related suggestion to implement a outfit manager at HQ, which would at least let you edit the outfit being painted on, assuming it's technically possible, but even that would not be able to do things like distribute armor with a railroad weave, for instance, because of the add-on problem.

Select the NPC you want to see the inventory of and enter the console command OpenActorContainer 1
 
Have you tried turning autoequip "OFF" in the SS2 holotape/MCM options - that is what changes their outfits.

This idea intrigued me, so I took a look. It seems something like this would be possible through F4SE. (read: not available to xbox) There may be a new mod on Nexus in the future.

That would be absolutely awesome. I am a big user of uniforms and job equipment.
Which is why you can generally detect my power plant workers with a giger counter.....or at least that's how they look

Having a set of mannequins in the HQ that we could equip our preferred department uniforms on and have them auto-equip that gear to a worker when they're assigned to that department would be awesome. Are you listening KG?
 
Does this work in HQ as well? I thought it was only for plots.
There's a separate setting for "HQ Department Autoequip" (I forget what exactly it's called, but it's under the HQ sub-section of the settings).

+1 to the OP's suggestion. Please add mannequins that you can equip with the gear you want each department to wear. This would be a huge game-changer for role players, and I think several other mods have done this successfully.

Hm, you're right. The entire HQ "tab" isn't there in the settings holotape for me either that I can find, but it is in MCM, as shown here. I'll have to pass that on.

What SS2 holotape?
"City Manager 2078 Holotape" is 'the SS2 holotape'; Jake gives you one very early on, and there's also one just sitting on a shelf in his shop in Concord. (behind the computer terminal, you can reach it from the street) I think you can also craft more copies of it, but I'm just double checking that now (post to be edited). You can also craft one at a City Planner's Desk (use the white part of it to access the crafting menu).
 
For those of you checking the holotape for HQ options, they should appear after you start the HQ portion of the quest - is that not happening? I just checked my own save and can see the options (though my save has been through so many version updates, it's probably not a good indicator of current bugs...)

I have created a mod to allow the duplication of settler outfits. Its not automatic, but its better than nothing.
Note: This requires F4SE.
