Question Personal Guard stuck

I have four members in my personal guard. Twice, they've gotten stuck somewhere and won't rally to me.
The first time, when I was attacking Ten Pines. Only one of them showed up, and she got killed. The other members showed up afterward.
The second time just happened. I'm about to start Unwelcome Guests (At Starlight), and my personal guard are stuck in Oberland Station. After checking a few things, I tracked them down and they're standing in a row, looking like they're watching something. But there's nothing to see. They don't respond to any commands, though it looks like I can manage them.

I'd prefer not to do Unwelcome Guests without my Guard (as my character build is focused on crafting and kit-ing them out).

Okay, I am playing again and it just happened.
After Commands: Follow
Distance Medium
aggression: engage

so, give mauls quest to find doggies, I went to Ten Pines. I told my guard to hold position. I got the dogs nearby, and fast traveled. The guard are stuck around Ten Pines, and haven’t moved in a bit (tracker says, at least)
 
When I issued rally commands (either immersive, or instant), the guard ignored them. Later on, on a visit to TenPines again, they started following again. Three of them at least. The fourth took another visit to TenPines to be convinced to get back to work

as I think about this, I think that Dogmeat also stalled out when they were stuck.
 
I'm not sure if this is related, but it's awfully strange and something I've never seen happen in all of my years playing bethesda games. After the latest slew of SS updates the AI combat is borked inside of interior cells. Worldspace seems fine, but as soon as you initiate combat in interior cells, all NPCs become unable to move. Companions and enemy NPCs. They'll shoot and fight, but won't move around the navmesh. Only occurs after the first combat takes place. They work fine before that.

Worldspace seems fine however. Haven't the slightest idea what's going on. Tried a completely different character save file and the same thing occurred as soon as I went into an interior cell. Came back out into the worldspace and everything was working again.

Only thing that's changed in my load order is updates to the usual SS stuff including workshop framework. No new mods. No combat AI mods installed.

Anyone else seeing this?

Edit: Also Willie One Eye is now apparently able to cap mo fos through solid concrete. He killed basically everyone in the corvega assembly plant while I was troubleshooting my current issue. Seems a bit excessive. Heads exploding everywhere. Same thing happened with ghouls in the supermarket. He has become the all seeing one eye of Lexington inside and out it would seem.

This came up in testing but only on full LO. We couldn't replicate it with minimal LO.
Can you post your LO so we can see if you have mods in common.

I am having the same issue as Eldias. Neither enemies nor allies will move in interior cells after combat begins. Worldspace is unaffected.

If I run SS by itself, this issue is resolved. If I run my entire Mod List without SS, the issue is resolved. If I run SS with any other mod (seemingly) then the issue returns. My guess is SS makes an Combat AI edit that only shows in interior cells. I run SS Conq as well but the issue is only with SimSettlements.esm, but it's possible that with Mod Organizer that SS Conq makes an edit to the master file?

Another note, the bugged AI's will shoot a gun and throw grenades, but will NOT melee attack. I can stand directly in front of them and have a staring contest.
