Outpost established .. trying to figure out next steps

Hi all - noob here.

I've watched the videos, made a nuisance of myself on these forums, and have tried things in game, and I have hit what seems ot be a wall and need a little help understanding my next steps.

I've played through Jammer's line to the outpost, raid desk, first vassal, and where he asks you for recruitment funds (I gave him about 2.2k worth of stuff). I understand that I need beds and happiness before recruits will come in.

I hit Starlight with all of our dudes (20); have lost a few in that attack and subsequent attacks; so down to 17.

I have disabled the cap due to charisma. I have disabled the cap due to city plan limitations. I have built more beds tha I have men. I have noodled things to get the three happiness bars as full as I can ... but they're not maxed out yet.

Here's where the questions kick in:

1) I can't send anyone TO starlight; no followers or NPC settlers. Abernathy is an option (as red rocket, sanctuary etc) but not my outpost. Is this by design?
2) I have assigned my 17 dudes to workers and guard positions; mostly workers. It's not enough to fill all positions. But no recruits are coming in. So I've got everything I'm going to get from abernathy, I have empty plot spots, recruits are not coming in because the bars aren't maxed out, but I can't get them any higher because I don't have enough dudes ... it's like I'm kinda "stuck". Jammer mentioned "slaves" to work plots (awesome!) bu no idea how to actually get them?
Should I recruit 5 works, turn them into warriors, and go raid a nearby settlement? Is that how you get slaves or something? What's my next step here to break the stagnated growth?
3) is it worth building a regular settlement recruitment beacon?

What's your Abernathy vassal look like? Is it just the Abernathy's farming melons and tatos? or is it a City Plan?
 
City plan; just hit level 2 which helped on the resources coming in. It's the abernathy's a few other souls, and a few people I have sent there from NPCs I've encountered about the wasteland, but I can't build onto Abernathy myself.

Have you enabled "Control Vassals" in the Conqueror section of the MCM options? That should allow you to build there. Once you do, they should recruit settlers until all of the empty beds are filled. Warriors only recruit to your HQ.
 
I've run into a similar issue in the past myself. Generally speaking, I recommend expanding slowly, and not worrying too much if at first 100% or nearly 100% of your HQ's troops are workers. Get the bars full, balance them, and recruit where possible.

If you're finding that one of your bars is well over full and the others aren't, you could check your vassal and see about changing some plot types from the plot's ASAM menu. This will reset it to level 1, so it's not ideal, but if for example you're sitting at Rations +20, Equipment +140, and Wages below where you want them, swapping an Industrial plot to a Commercial plot is probably the best way to go.

The other thing to consider is that your morale has an effect on the production in your outposts. If you've got no Warriors, you're probably looking at an empty morale bar. If that's the case, try selectively changing some of your Workers back into Warriors, prioritizing those working plots associated with your most-full WRE bar, and see if that helps.

It can be really hard to dig yourself out of the WRE deficit once you get there. Consider doing your best to set up your plots to upgrade, then going and doing some non-Conqueror quests for a while. You can check back when you get the upgrade messages and see if that's put you where you want to be so you can resume your reign of terror.
