Question Only have Sim Settlements mods, immediate CTD when starting a game

I am using Nexus' Vortex to manage my mods. I was having an issue where my "wish list" of mods was crashing to desktop immediately when starting a new game, so I made a new profile in Vortex where I only enabled Sim Settlements mods (and the unofficial patch and F4SE):

Sim Settlements: Conqueror (v4.2.9a)
Fallout 4 Script Extender (F4SE) (v0.6.21)
Sim Settlements (v4.2.9a)
Sim Settlements: City Plan Pack - Contest Entries (v1.0.13a)
Sim Settlements: City Plan Pack - Season 2 (v1.0.9)
Sim Settlements: Industrial Revolution (v4.2.3)
Sim Settlements: Mega Pack - Year One (v1.0.5)
Sim Settlements: Mega Pack - Year Three (v1.0.0)
Sim Settlements: Mega Pack - Year Two (v1.0.2a)
Sim Settlements: Rise of the Commonwealth (v4.2.0)
Unofficial Fallout 4 Patch (v2.1.1a)
Workshop Framework (v2.0.3)
Workshop Plus (v1.1.10a)

With this profile active, when I start Fallout 4 from either the Steam launch page or the launch button in Vortex, it starts up the game, everything looks fine. I click New Game because I know it's probably not going to work with my old saves. The green Vault-Tec loading logo shows up in the bottom right corner on a black screen, it's animated for a few seconds, then it crashes to desktop with no error messages.

Windows 10 (64 bit)
CPU Brand: Intel(R) Core(TM) i7-5820K CPU @ 3.30GHz
Video Card: NVIDIA GeForce GTX 970
16GB RAM

Also, make sure all Creation Club files are removed from your data folder.

They are known to sometimes not to download correctly and cause an immediate CTD.

If you verify files, the CC mods will be put back into your directory, even if you have "only upgrade this game if you launch it" set in steam. That's why you should use F4SE to start FO4. And constantly check you data directory. And look at the f4se log files.
