the goal is to create leveled armor and weapons for my faction pack. to that end, watched the vid below and tried to deconstruct the weapon/armor leveling used in some faction overhaul mods per KG's recommendation.

seems fairly straightforward. created leveled clothing and armor (eg, levels 1-4 got vanilla radstag outfit, levels 5-9 radstag with fire resistance and vanilla light metal chest armor, levels 10- radstag with fire resistance and shadowed light metal chest armor with explosion resistance). did a similar thing with weapons except soldier had 50% chance of getting a leveled pipe gun or a leveled laser musket.

the soldiers correctly spawned with radstag along with pipe gun or laser musket. used the start me up mod and was well over level 100. the keywords were in the corresponding object template as well as leveled item referenced by the soldier's outfit, but the high level stuff (ie, armor and guns with mods) never spawned. it's as if the 'thing' that invokes the evaluation of the leveling isn't being triggered or can't execute.

long term, i'd like to figure this out because i want to use leveling in my faction pack. do you have any recommendations?
