Currently nuka raiders settlements go up to Ch+10 instead of capping at city design. Is there a way to change this?

Kill the extra Raiders.. problem solved, extra loot and fun! LOL
Wonder if setting ignore Charisma to On would have the desired effect?

Changing the Sim Settlements recruitment options doesn't seem to impact raider mechanics at all.

Haven't got to play with them other than testing IF they would even work. LOL
