NPC DOES NOT SPEAK/GIVE QUEST!

I created a new game, I have everything up to date and I had the sim settlement notification at the beginning of the game! I even saw some new settlements outside of concord (with no one there)

But the raider guy on the roof does not speak! The quest does not start!

Actualy I don't know why and I just tried again and it worked....
