It still appears in the workshop menu even though it's turned off in the holotape. Toggling it on and off has no effect.
BTW, with the new system to pack desks at a desk, all of the COOTS desks appear as options to be created and packed, even though they're disabled in the holotape. Haven't tried to make a disabled one to see what happens yet.
