Fixed Nothing happens after first settlement assault

I did my first settlement assault, Abernathy Farms, killed everyone, the Assault on Abernathy quest completed in my log. The raider recruits are now hanging out in Abernathy. I went back to talk to Jammer and he just says things like "yeah?", "what?" and doesn't have any further dialogue. I've heard reports that reloading the autosave that gets created when you choose a target and redoing the attack may help. Will try that. In case this turns out to be a mod conflict I'm posting my list.

This may seem like a stupid question, but did you pick up and run the city manager holotape from the museum? Before I attacked starlight I hadn't bothered to run it since I didn't have control of any of my settlements.

After the attack, I couldn't assign raiders to any plots (they just sat around) and when I went back to Jamz he was all huh and whats.

After I ran the tape, the raiders settled in, I could access the workbench, and Jammmer was ready to give me the vassal settlement quest.
 
I've found several mods that can cause the entire questline to get locked up due to the quests not starting correctly. It's not specific mods, but just having enough mods doing things on startup that causes the issue.

It's a lot like the issue folks have with Codsworth when using a lot of Creation Club content, it doesn't happen every time, and is based arbitrarily on what order the game finishes the startup events of all quests.

Will be attempting to make Conqueror immune from this issue in the 4.0.1 patch, as well as having it attempt to correct the issue on existing saves.
