hello all, i installed the latest edition of sim settlements 2, with both chapters, along with a few city plans, however when i go to select a city plan, there is nothing there, i've tried at least 3 times, and i'm getting the same result. i've got script extender installed obviously, as it's needed. i've done fresh installs, the lot, and everything is up sh creek, nothing works. i'm running winbusted 11, which i hate, but i'm stuck with. i never had an issue with it, in winblows 10. so i'm not sure what to do, to be clear, i only had ss2/c2/c3 installed along with contest pack, and holy sanctuary, no other mods, to speak of. advice please, thanks

Which settlement? Are you trying to drop a city plan at Sanctuary right off the bat? Sanctuary and a few other settlements (Covenant, Bunker Hill, etc) have city plans locked and unavailable at first. This is due to those settlements having quests related to them and invoking a city plan could interfere with the quest. If you're trying Sanctuary, see if maybe you can do one at a different settlement (Sunshine Tidings Co-Op, or perhaps Starlight Drive In)

You can still use them - it will bring up a pop up to check that you're willing to still use it. As far as I know the only Sanctuary quest it breaks is the one where you tell Codsworth that you found Preston etc (the dialogue where he asks to be a companion). If you talk to him first and then use the plan, should be fine.
