Question Never able to get Bunker Hill (glitch).

I read somewhere that this glitch only occurs on the Xbox version. I completed the Battle of Bunker Hill quest, and during the conversation with Kessler, when she is about to offer Bunker Hill as a settlement, something happens where she just never does. After that, all she ever does is tend to her garden and say the same 4 or 5 statements about the city and you never claim Bunker Hill.
This is a 2 part question:
1. Will this bug in never being able to access Bunker Hill as a settlement affect the Gunner Outbreak Chapter 2? Will this Chapter 2 update work?
2. Also, will there ever be a fix to this Bunker Hill bug? This happens with the regular game with no mods. There is very little about this online; seems like a rare glitch.

I can probably help you trouble shoot that, well maybe. On beth Net we had some discussions on this bug, but never found the smoking gun. It is very very rare. People that get it get it time and time again because they do the exact same thing over and over. There were some mods that have a question mark above them that might make it easier to get this bug. I have tried to make it happen doing the same thing described by the poster with the problem but can't. It might happen much earlier than we suspect. First step is how were you dealing with bunkerhill? What factions had you joined and did you do both Bunkerhill quests? Some think that skipping either the vendors quest or then the mayors quest cause the bug. In other words you need to clear the National Guard post for Deb and then get refered to Kessler and kill those raiders and free the caravanersand report back and then build at least one Bunkerhill trader stand before you do the battle. Have you done all of that?
