How long did you wait?
It takes some time in game for Jake to show up. If I remember correctly Jake spawns and then walks to the settlement where you have the beacon. I've seen reports where Jake wanders the wasteland and does take a very long time to arrive. I do not know if this has been patched.

Jake not showing up is normally due to WSFW not being above SS2.
I don't know much about consoles but that is what I would check?
