Mmmm.... water in the castle

is it normal that every time i build a caravan services in the castle, all the water goes to the number that the settlement needs (22) , even in reality I have 106 water?

Caravan Plots do this thing where they 'share' Food/Water production around to try to have every settlement having their 'hud meters' full. If it's taking that much away from one, that sounds like probably multiple other settlements dont have enough.

It's actually pretty fun to use this as a part of storybuilding for settlements by making "specialized" settlements by taking advantage of some natural feature of a settlement. For example I like to take advantage of such a large water source and make taffington a very water focused settlement, or using an advantage like the three free high INT settlers you get in the form of the supervisors in greygarden to start chugging out lots of power early on. greentop or tenpines are good food centered settlements etc. so with a solid caravan network it would make sense for settlements to have a thing that they do and then barter back and forth to make up for their deficits.
 
Don't forget too, that you can boost settler stats with clothing pushing them past 10. Equipping a settler with 10 END for example, with farmhand clothes and a grey knit cap makes it 14 END. Certain sets can be pushed even further with the right stat gear; fortified, cunning, and sharp.
