Mk1 Beacons.

I just dropped one and and it is giving now indication of if its doing anything nor any message giving any bearing to it. A little light or sound would go a ways to making seem like I have something that the settlers can home in on. Also I understand the option to pick it up again as they dont come cheap, but is there way to fix it to the ground I just kicked it all over the place.
 
1st the caravans are busy.
After placing loot and a salvage beacon in a container at the Federal Rations Stockpile, I got the "caravans are busy" , see image. Checked the map and all my supply lines are intact and the closest Caravan/Comm plots are Sunshine. Simply questions - what does busy mean and/or what do I do now? Please provide a link, if available.

UPDATE 1: Fast traveled to/from Oberland to haul first loot load. Tried using salvage beacon again and Mark 1 beacon at the Federal Rations Stockpile - same message for both. Fast traveled to Oberland, slept and tried using salvage beacon - same message.

UPDATE 2: After several game days of play, the salvage beacons are now working correctly at least from Hangman to Red Rocket.

If you used a "built in" city plan for your settlements is there a quick way to see if they have built comms or caravan plots? Other than walking through the entire settlement and highlighting each plot to see what type it is?
 
I'm still stuck trying to use Mark 1 Beacons. I have never used one before and all my supply lines are setup. I used Abernathy and Wicked Shipping next door. No matter what I get all caravans are busy. Is that because they are move junk between settlements? Is there a way to free a caravan up?
