Martial Law Quest Bugged

Martial Law started and I spoke to Jake and everything went normal. Quest progressed to meeting Aiden at the Hillock, only for there to be no marker. I traveled there and nothing was inside the shed. I checked online and there's supposed to be a note that spawns on the kitchen counter, but there isn't one for me there. I TCL'd through the world wondering if it fell through anything but nothing was there either. I reloaded a save before the quest popped to restart and see if that might fix it, but to no avail.

Has this happened to anyone else or does anyone have a solution? I really like this quest line and I don't want to skip using console unless absolutely necessary.
 
Also having this issue now. I've searched high and low in that house and nothing. searched all surfaces, places where it could have fallen, even the surrounding areas and roof. Nothing. I also don't want to skip through the rest of Martial Law. Is there maybe a way to just spawn in the note and have it trigger the rest when you read it or something? Ugh.
 
I had the same problem and had to resort to console chicanery to resolve it.

SS2 wiki lists the quests stages and the showstopper for us is we could not find Aiden. Like yourselves I hunted around the reservoir to no avail. So I saved a checkpoint for myself and went looking by other means. I moved the player to Aiden using the NPCs reference ID and found him chilling by the campfire in the bombed-out Slocum Joe's in Malden Centre; the NPC was unresponsive so I retreated to my checkpoint save.
The next step in the quest is to read a note left by Aiden. Plenty of Fallout (and Skyrim) quests use this storytelling technique: you go to the place to find the guy and instead you find some note sending you further down the quest rabbit hole. So I moved the player character to the note's location (which I found that BOOK object using a "funclist" save text file). The player was teleported to standing atop the Hangman's Alley workshop. And inside the workshop was the note.

Here I completed the Pipboy quest objective to find Aiden to get that out of the way and then setstage to find the note. The quest carried on properly from there. I read the note and the quest reactivated to send me to rescue Vault 81 and to ultimately complete the quest. There was a fair amount of script lag in the Overseer's office part of the quest but I believe that is another issue.

So how did the note find itself inside the Hangman's Alley workshop? Well I found another BOOK/note there which kicked off a quest unrelated to SS2. My guess, which is total speculation on my part, is that the scavenging operation I have running in Hangman's Alley picked up the notes and dutifully added them to the workshop for later consumption. Chestnut Hillock Reservoir is within reasonable proximity to Hangman's Alley that one of the settlement's scavver's could reasonably be expected to collect such items. But who knows.

I hope possible future readers of this thread, you know like the quest author or maintainer, find this useful.

I presume you mean the note from Aiden. The ID I used is xx02ee4f (where "xx" is the SS2 mod index identifier). The object identifier is found by either examining the SS2 mod using xEdit or by creating a funclist save (in the console type "save funclist 1". That save takes a fair amount of time depending on your system so be patient and a text file will be saved that will contain ALL the relevant objects of your save and amongst which is the note you seek. Just search "[Note] Aiden's Note" and the first column contains the ID.

But I have digressed. So once you have the ID, in the game console type "player.moveto xx02ee4f". Now in my case the note (or BOOK object) was within a container: the Hangman's Alley workshop. I have no idea how it got there but there it was. You may find it elsewhere. Do not be dismayed, as I was at first, if you do not find it laying at your feet. If it is within a container (e.g., a workshop, a desk, a corpse, etc.) and your character is standing on top then just look inside.

Doing the console commands:
"Save funclist 1" - Opens a notepad with the funclist.fos file, in that seach for "Aiden's" landing me on this line:
0C02EE4F 66/66 82000001 68 Aiden's Note - Flags(6) Promoted(40) Game Only Extra(10)
Deducing from that the item is: 0C02EE4F and proceed to do the console command:
"player.moveto 0C02EE4F" - Which teleports me. Alas I land on the Kitchen counter. But I'm guessing the note is in the kitchen counter or in a nearby container.
I'll tell you where I find it, but I think it is underground. Some sort of "Highlight 0C02EE4F" console command would be really nice :)

0C02EE4F.modpos z 10 or y 10 or x 10 have no effect (I think it should move the item some 10 pixels in any of the axis diretions relative to "player"

Okay, teleporting to the object lands me exactly on this Counter:1682893360820.png

I've been noClipping around the entire room, picking up everything.
There's a few containers around here, both on the roof and around the house, but none contain any notes or Aiden for that matter.
As I'm able to move/teleport to the object I assume it is there. Help????

I have this bug too, for me it turned out the note spawns before the quest begins, so I just picked it up before the quest started and now I'm guessing the script to spawn gunners at 81 won't fire.
 
If the note spawned before the quest. And you've picked it up, destroyed it or something.
What happens if you teleport to the note?
Do you land on yourself, the container with the note?

If the note spawned before the quest, I might have picked it up as well, and now dropped it in a safe somewhere. I'm just wondering if I teleport to the note's location or the notespawn location? They don't have to be the same place. Also seems I've messed up Manfred he really has a hard time dealing with his sister, and clearly asks me for help. But doesn't wanna talk further. Guessing there's a Gunners connection here.
I'll need to sleep now, survival mode and all. But I'll be happy to dig into it tomorrow.

Sorry if the method I described is not working for you. I suspect the note was supposed to have been spawned there but the note item itself somehow never made it into your version of the game world.

At this point I fear you may have to use the setstage command to move the quest along. The stages are listed in the quest's wiki page. You need to get to the point where you re-enter and rescue Vault 81 from the Gunners. Save, of course, before trying this. Or you can retreat to an earlier save and restart the quest and hope for a better result. Good luck!
 
Being stuck on the meet Aiden quest stage as I had already picked up the note. I solved my issue by using the console command SetStage SS2C2_Sirick_MQ19 120
This spawned the gunners at vault 81
 
Newbie here, semi-necro-ing. I had no quest for finding Aiden, after talking to Jake and deciphering the signal, etc. I used the command: setstage SS2C2_Sirick_MQ19 115
This procured the note for me to continue.
 
I am having this issue, some how I already had the note from Aiden, and using that setstage either 115 or 120 both give compiled script not save or something.
