Lost progress in settlements

With the 3.5.0 update, for whatever reason the progress at the Castle was reset, it says level N/A and Preston is no longer leader. There are still the plots from before but when I assign Preston as leader it scraps them and rebuilds them fresh. This only occurred after a period of time when the supplies, and city plan would not activate on the desk that was there previously. I exited the game and re-entered several times and then it gave me access to the city plan and supplies again but all progress in the city plan was gone, also my sim settlement mods that provide more mayors/ leaders no longer appear to work with this update as they didn't appear as options for the leader. I'm not sure if this is a bug or the update removed the progress in the city but I'm not sure what to do.

Were you using the complex city plan or the optimized city plan? Or an alternative plan?

As for the city leaders, give it a few minutes after popping into the Castle to populate all the leaders available. Just like plot plans, if you pop right in and click on an ASAM sensor, it hasn't given SS enough time to populate the entire list of add-on packs. So, try waiting a few minutes before clicking on the City Plan Desk and try it again.

That patch won't actually reset a city plan, at worst it would just change it to the optimized version.

Try rolling back to 3.4.6 (or whatever patch you had last), and loading up the last save you have from before you updated and see what the desk says. My bet is that this probably occurred before the actual patch.

Per TTIF's question, if you choose the View City Details option - what City Plan does it say you have?

I was able to find a really old save that I have not overwritten and in that one everything appears as normal, Sturges is leader of Sanctuary, the city is level one and progress is as it was at that point(I didn't unlock the castle at that point) and the add-on mayors appear. However, when I move to the more recent autosaves, Sanctuary is reset, Sturges can't be leader and the add-on mayors do not appear.
It is possible that it may have been something on my end, when the update happened I initially couldn't access the supplies or the city plan on the desk and so I disabled some mods (including some add-ons) one at a time to see if there was conflict happening and maybe this bugged or reset the settlements in my newer saves. I have re-enabled them since then.
In the newer saves, the sim settlements tab is no longer in the workshop menu; I am unsure if this is connected to the lost progress in the settlements or not.

in view city detail it says N/A.
I made a new character and when the latest update from the mods tab in the game came, the same thing happened again, in view city plans it says N/A and none of the add-on leaders cannot be assigned.

Do you happen to lack the Vault Tech DLC? In the first two releases of 3.5.0, I had accidentally introduced a dependency on that DLC. 3.5.0b removes the dependency.
