"Looking for Yesterday" quest stuck in active quests, after completion?

Hello, so I have for all intents & purposes successfully completed this quest. I have supplied Charles the overdue books & he's a happy chap. I assigned him to a settlement, he's built his house & the library. All good there. Some time goes by & I noticed him just standing around doing nothing. When I went to speak with him, he's telling me to come back when I have all the books. Ah hmm, ok.
If I have more overdue books in my inventory, I no longer get the "come back...." speech, I only get the trade option.
I checked the quest log & the option to bring him more books is checked off & grayed out. That seems fine, however the quest is still active & hasn't checked itself off into a complete status. The quest is obviously completed, as he's relocated to a settlement & comments about improving defenses.
I'm assuming this isn't normal & the quest just hasn't move on in stages or is this how Charles has been designed? I'm guessing the former, as I can't give him more books after the fact.
Thoughts? I don't want to force progress, if it isn't necessary.

This keeps happening to me and a few others. Don't think the quest not completing and being unable to hand in more books is connected but idk, might be wrong. I thought it may be due to hoarding books and immediately handing them in as you meet him but that doesn't seem to be the case. Anyway, he's a functional settler but his book trade is off limits (I think).

Do you know if anyone has forced SetStage on the quest, to remove it from the quest log? If they have done it successfully, do we know the quest name? I'm assuming it's some form of "SS2......"?
 
No idea, don't have access to console commands myself but some pure soul could drop it here maybe.
I kinda want to put him and dr. Jones in the same small settlement, betray both factions and watch the war for the books unfold..
 
I still haven't been able to fix this bug either. It'd be nice if there was a posted list of quest IDS and stages or something. Drives me crazy to have a completed quest stuck in my pip boy for an entire playthrough.
 
Looking for Yesterday: quest stages are listed at the bottom.
You can continue to give him 5 overdue books until there are none left in the commonwealth, and still have the quest active.
You can decline it at the start, but I don't think that dialogue option comes up again.
 
He no longer accepts books. Just gives idle chatter.
The quest is checked off complete and greyed out but still in active quest list
 
I've also completed his quest and while it's no longer an active quest in my pip-boy, Charles still responds with the "bring me 5 books" dialogue when spoken to... I have him assigned as a weapons vendor so that's a little bit troublesome :)
A possible side effect though is that his unique skin for the residential plot didn't appear for that existing building, I could only get it by having him build it from scratch and even once built it still doesn't appear if I try to change skins in the "customize plot" menu.
His library rec plot however is available to build, probably because that's a unique plot instead of just a skin.
