Lock in HQ Department Heads

One of the biggest annoyances I had in my last playthrough was the constant dismissal of Department Heads whenever I left the HQ. Given there being no difference in who was Department Head, can we just get them locked in so we just have to worry about the folks under them?

I am still not sure what purpose it serves to even have them be an assignment. The "HQ Radio" only ever calls the ss2 cast no matter what, and there is no mechanical incentive to change the Department Heads...
