An idea I have is if you can build up a settlement with a large number of industrial plots. That have a near by settlement be were are the workers for those plots live and have there homes. Keep it in a close radius for example have settlers from sanctuary work at farms in Abernathy and factories at starlight drive. It may be dificut to assign individual settlers but have a globle population devided into regions they can work and live.
