Liberating a settlement bug

I have "wiped out" gunners in the settlement. Then it states I must hold the settlement from reinforcements who never arrive, so the quest doesn't complete. Am i missing something?
I've only been able to take on settlement back from the gunners & that's in the main quest with Egret. I'm getting so bored with this mod & all of these bugs.
 
Reinforcements get stuck sometimes, it's a known issue. You can try running around the area looking for them, or use command "passtime 1" (skip 1 hour) and see if that helps. Also "kah" to kill all hostiles but that can create its own issues (mostly the ones you're trying to avoid already, like assaults never finishing. Still, save first). And if you have the option in the holotape for "unlimited assault range" (gameplay - war), I'd turn that off.

I tired searching for them. I did get a brief message saying reinforcements were coming from the wrecked ship near the sewerage settlement. I was attacking Sommerville (on the opposite side of the Commonwealth.
Anyway I will try the passtime command. Also I checked the holotape & it is set to the other option which is not unlimited. Not sure why they just didn't come from Murkwater.
 
if you're in state of war and trying to liberate the remaining outposts, I recommend just getting territories to see if that works. I was having that issue yesterday and then gave up, grabbed a territory and it advanced my other quest to move the story along. This happened with the previous issues I had as well. Something seems to be more buggy in that liberating outposts/settlements code than the others but they behave similarly with no reinforcements and endless waiting. I can get the territory one to work more frequently and for whatever reason it will let me move my story along, though sometimes it takes a few restarts to get it to work right (if the territory assault also has missing reinforcements, open before that launched assault, try again or try another location or try another launch method...I did have more success with the desk one day, then back to flare). I haven't found a real pattern other than territories seem to be helping me advance so thought I'd share. Good luck!
 
I'm doing Hostile Waters & have successfully taken territory (as non-quest assaults) such as Fort Strong & the race course (name escapes me). So that works, but when I tried to take Scrap Palace it bugs out and won't complete when it is "wiped out". Liberating a settlement only worked once for Erget Marina as that was part of an earlier quest. Very frustrating.
PS: Taking Fort Strong was really weird. The reforcements stopped at Norhagen Beach & when I looked for them they were beneath the settlement. So I returned to Fort Strong & watched the reforcements on the map for 5 minutes & then the assault quest completed. I returned to Norhagen & found 15 dead gunners. LOL - so buggy.
 
I have had the reinforcements not arrive as well. I saved, exited the game, reloaded the save, and the reinforcements arrived. This attack had a few waves of reinforcements, which all showed up as I would have expected (kill the bad guys, wait a few minutes, kill more bad guys...).

Perhaps a reload is required? Worked for me, anyway.

I am now doing State of War & waited 2 in game days & no reinforcements. Once again the enemy reinforcements came from across the Commonwealth instead from the nearest gunner outpost. They never arrived, so I reloaded an earlier save & will just wait for a bug fix in a new patch.
I spend more time trying to fix bugs & reloading earlier saves then actually playing the game.
