Suggestion Let City Plan levels also produce W/R/E

Right now W/R/E production is tied to plots. I’d like to see it expanded to City Plans and their levels as well.

City planners could then design settlements that once captured provide substantial increases to w/r/or e production

This would allow for something like

1) Food Hub/Granary focused City Plan which would itself produce Rations as well as any ration production from plots

2) Banking/treasury themed City Plan which would itself produce Wages as well as any wage production from plots.

3) Ammo/fuel depot themed Plan which would itself produce Equipment as well as any Equipment production from plots.

These plans could be built around a static building that fit the theme of the plot. Bank, granary, ammo dump, etc.

I imagine something where at level three the plan itself produces a substantial amount of one resource.

This would represent that this settlement is the center of activity related to that resource: The center of food production, the center of commerce, or a strategic industrial production center.

Taking over this settlement wood be a substantial boon for your growing army but it would be very very hard to keep control over it. So if it provided 500 additional w/r/or e it would require that much additional control as well.

Taking over a Wage producing themed settlement would represent something like taking over the banking system of the commonwealth. It would be a great reward, but would make you a target as well.

In fact, I wouldn't expect that control could be maintained. Eventually rival forces would in fact wrestle it from your grip or the cost of control would just be too high. But while you did control it would be a substantial benefit.

This very fact could be headcannoned into a raid or heist mechanic.

I need wages to get more recruits. Instead of building commercial plots in my own vasasls/outposts, I raid the banking center. This gives me a huge in flow of wages if I'm successful, but I know I won't be able to keep control. Before I lose control, however, I'll be able to milk it to grow. Having lost it, I can then start planning my next take over.

I imagine an almost constant tug-o-war over these strategic centers.
