(leader) doesn't live in one of your settlements issue

Hey all, I have done a bunch of searching so I am not sure what to do here...

Both Stodge and Blake Abernathy (and probably others I have not found) cannot be assigned to be leaders. Their names are listed and I have unlocked them via their respective questlines. Blake in particular is already assigned to be the mayor of his farm, however he does not stay there.

I discovered this is an issue because I was attempting to unlock Covenant (via murdering everyone) however both Stodge and Blake are wandering around along with another generic "settler". All 3 are not hostile, however when I kill all the other residents of Covenant to complete the quest, the workshop does not unlock. I guess this question is two fold - how do I fix stodge, blake and the other settler and then how can I fix Covenant (or unlock it properly via commands somehow?)

I have now also noticed that every named settler at Tenpines bluff has now wandered off into the great unknown. This seems to be a widespread problem. The settlers I located at Covenant do not respond to the gavel for their normally assigned settlements.

Same has been happening to me since 1.0.0. Honestly, I thought it was a feature, meaning, you have to live where you lead. I also manually send the settle to the desired location and then make them leaders.

I have the same issue with Blake Abernathy - he wanders off and if i use the console to moveto me, he cant be assigned to anything as he "doesn't live in one of your settlements"
 
Have find someone a Fix for this Problem as i start a New Game make Blake leader of his farm and short after he disappear i summon him with the Console but now im not able to assign him to nothing as i get even the Message he is not a Settler of one of my Settlement even in the City plan he is still the leader.

ok find a Fix for it open Console Summon the Missing NPC click on him to get the ID then write in the Console addkeyword workshopallowmove after close the Console go in Workshop mode chose again the NPC now you can send him to a settlement after that he become again one of your Settlers and you can Command him again full

About the covenant thing: you probably need to destroy the turrets too. And I guess kill the one settler if he's assigned to Covenant. Or avoid all the bloodshed and use workshop framework holotape to claim the settlement. Turrets will probably still attack you though. And there's not a lot of room to build plots in there (settlement is in perfect prewar condition from the get go for some weird reason).
